Elor evolves into Fotter starting at level 28.

Biology

Elor uses its long tail to let itself float on water. It spends most of its day playing, unconcerned by issues such as food or safety. They can be found most often in small lakes or calm rivers. Due to their jolly disposition and kind character, they are the perfect Pokémon for inexperienced trainers. Be careful though, as Elor known to nibble on wooden objects, often destroying them in the process. The government is for that reason looking into an Elor extermination program.
